How to uncap the line Can't Post

I have cable internet but am unable to get free cable tv out of the deal as the line is capped. Does anyone know how to uncap the line. Do I need a special tool?

 I'm not sure what you mean but "uncap the line". In most cable systems internet service is on frequencies below the TV service so if you don't subscribe to TV they put a low-pass filter in your line that blocks frequencies above 54-Mhz. Where this filter is will vary with different installations, but needless to say, they try to make it as inaccessible as possible- like up on a pole or in a locked box on the ground.

You have a trap on your line it just unscrews with pliers it will be in the lockbox or on the pole. Depending on where your cable is coming from.
