D* never sets a date for when local channels will be added. The new sat should begin working in the next few weeks/months and then there should be more locals added.
I have no idea where Monterey county CA is , but you look at this list of tv markets ( DMA ) and see high up on the list you are.
The higher on the list the better chance you will get added ( A large number of tv markets are already active )
