Local channel HD pixelating

Since I upgraded to get local channels in HD the reception is intermittent. On local channel HD programs the sound pops, the picture pixelates terribly. I've called Direct TV and they have sent repairman out twice to "check wiring" etc. They found (no problems but agreed the picture was pixelating. One even suggested this is an ongoing problem with Direct TV's new local channel HD satellite. The last time I called Direct TV suggested upgrading to the DVR receiver from the H20 and suggested that should fix the problem I did and it did not help. It is worse at night and this has been going on for six months. Is anyone else having this problem or any suggestions?
