Regional Sports Networks Can't Post

A quick question I was hoping someone could provide some insight on. In regard to the regional sports networks which are included in the Sports Package (e.g. Fox Sports......., NESN, SUN, etc.) - for the out of market networks, I'm aware that all pro events are blacked out, however I believe most college sporting events are not blocked out. For example, if I wanted to watch a college basketball game on NESN from the NY market, I'm fairly certain that would not be blacked out. Can anyone confirm my understanding is correct?

Most college sports on the RSN's are not blacked out BUT if the game is on the College Football or Basketball season pay per view packages ( Gameplan ) they could be blacked out.

There is a lot of college football and basketball games available to the out of area viewer on the RSN's.
