samsung hdtv reciever firmware update

I purchesed a samsung sir-ts160 on ebay for a great price, but upon plugging in the unit I discovered all it will do is flash the power light rapildy. After doing a little research on the net it seems to be a common problem due to not having the correct firmware version update. My question is if I hook this box up to the phone line and a dish will the update be downloaded and installed?
I'm not going to use direct tv at all. I'm only going to use this box for my local digital over the air channels.
