DISH outside the US

I am trying to find out if I can receive DISH programming in the Philippines. I have a US installation now and can keep the account in that address to make it "legal". All DISH would tell me is that they could not sell their service outside the US. I would like to bring my system here because the programming available here is really lousy. If anyone knows the answr to this or where I can find the answer, please let me know. Thanks...
