Full HD-Two Dishes Needed?

I have wanted to upgrade to Dish HD service for a while. However, I have been told by Dish on more than one occasion over the last year that I will need to install a second Dish (NOT a replacement-TWO INDIVIDUAL Dishes!) on my roof to receive full HD service. I have not received a very informative reason why this is the case from DISH or anyone else. One reason that I have heard is that I would need to access more than one satellite because of my far east location (state of Connecticut). Other people however have told me this is BS. Also, I just read recently that that the FCC has ruled that is is illegal for Dish to REQUIRE customers to install a second dish for full HD coverage. If I am reading it correctly, apparently the two dish requirement by Dish was because they just didn't wanted to spend the money ($$$!!!) to switch some programming between their sats. Can anyone let me know exactly what the reasoning is for a dual-dish HD set-up, if I really need it and also if it has indeed been ruled illegal by the FCC? I want to upgrade to HD but I don't want TWO indvidual dishes on my roof!
