Total Newb to program cards have some questions

Ok I know almost nothing about this was just wondering if someone can point me to what I need to get some free channels and instructions on how to use it. I have Dish Network with 311 model receiver in LA(not sure if that matters heh) with just the basic channels yeah thats right no G4 or anything theres no card in the tray thing not sure if that matter. Im not looking for the most expensive thing. Hopefully something that is under 100 or around there thats easy to use. Thanks for any help.
