you need a new tech not a new signal board, call another tech and explain the symptom to them over the phone,one of the IC chips in your set is bad, it also may need a 220 Ohm resistor put in place of a jumper wire, this is a VERY common problem, I don`t understand why this tech doesn`t know this unless Philips tv`s are rare in your part of the country. Some of the sets already have the resistor in place of the staple some don`t, as I said before you need a tech that knows what he/she is doing, I do not advise any lay person to replace parts in their tv, you should be able to find a tech in your town that is aware of this issue, if not have them email me with a phone number at their place of business and I will call them and give them the fix, Larry E
