That's the "short protect circuit". 12 is no error, 21: X-ray protect, 22:short protect 23: horizontal Deflection and 24: Vertical Deflection failure Be sure to check the boards for fluid leaking fron the picture tubes. Check towards the front, under where the tubes are mounted. Very common problem for fluid to leak on board and short-out circuits. Clean with 91% isop. alcohol. CVS will carry it. If you want to pull the boards and clean them, Formula 409 works the best, but you MUST besure to rinse it off completely because it conducts. Just dry with a fan for 24 hours. You can seal the tubes with auto silicone or GOOP. Then put a sheet of plastic under the tubes so it won't leak on board again. Look for corroded parts. Could be beyond repair also if leaked real bad. If not the problem, Check the soures of power supply for shorts. Look for the power diodes and should show continuity to ground on anode but not cathode. "Cathode has stripe, before you ask". Don't forget, could be backwards if neg. voltage out.
