DVD with RF modulator

I recently purchased a RF modulator, to allow a dvd connection to an older ('94) 27" Sony TV. When I make the connection, the picture is good, but the screen rolls almost constantly. There is no cable or exterior antenna connection. It connects to the VCR for an antenna. Does anyone know if this should work, or is a cable/exterior antenna needed?
