Help Needed Choosing A TV

Hi guys and gals!
I'm Jack and new here. I had a Dynex (Best Buy Brand) HD TV that is biting the dust.
I want to get a new one but cannot afford a Samsung, but wanted to get the best 37" I could get with a $400.00 cap.
The brands that I am coming across that match are Westinghouse, Magnavox, RCA, Vizio, JVC, and Insignia.
Are any of these brands any better than the other as far as quality and reliability, or are they all pretty much the same?
Also, what about refurbished TVs at reputable dealers like Tiger, Walmart, Best Buy, Target etc?
