42LN5700 LED Voltage? Can't Post

Does anyone know where i could find the voltage that's supposed to power my LED's ? They flash on then off when i turn on the tv, after that no picture but sound and i see the image with a flashlight. Trying to figure out if it's the Power Supply or the LED's, i've got 58volts with the led plugged and 68 unplugged.
Thanks!

P.S. The full model is: 42LN5700UH and board number is LC420DUE (SF) (R1)
