fsd200 pulse width modulator blown Can't Post

hi, i have a 26" twr hd tv, a puff of smoke came out of the back.
on inspection , there is an FSD200 pulse width modulator on the powerboard with one of the pins blown out and black charring all around.
my question is : can i just locate a new component and replace or is there something else which caused the component to blow in the first place ?

thanks for looking.
Flip a coin. Could go either way. Angelic
With the bad part removed, look for bulged lytics, test output lines for shorts, etc.
