Olevia 247TFHD no power (no front light ether)

I have an olevia 47" LCD tv which won't power on, i have taken a multimeter to the power supply and it IS putting out all the correct voltages, there are no blown caps on any boards in the television. When plugged in if you switch the power supply switch to the on position you can hear the relay click and see three red LEDs light up on the logic board however the standby light on the front of the tv does NOT turn on. i can find no instances online of the tv not displaying the front light, all instances of similar issues still have a blue light showing on the front of the display. I already at someones suggestion attempted to plug in to the USB maintinance port on the back as i was informed this often can signal the computer within to reset but to no avail. I am fairly certain this means the logic board is misbehaving but I cannot be certain.
sidenote: is this symptom capable of being caused from a failed inverter board?
