Mitsibishi won't power on Can't Post

Mitsubishi LT 46133 won't power on. Suspect power supply? Has 12v at PJ and PK but no power at PBO,PDO, Or PFO. Fuse is good and don't see any swollen caps or burned looks Any further tests to verify guess?

And then there are the resistors that are being used as fuses.

Are the appropriate relays engaged for the sources you are measuring?
K9A10 must engage for the 12V and 21V to be available.
K9A20 AND K9A21 both must be energized before the 24V is available.
