Samsung LCD TV colored dots on display Can't Post

Hello, I have a Samsung ln-s4051d LCD TV that is having display issues. There are horizontal bands of colored dots appearing on the screen. I've read numerous posts that indicated that the capacitors in this particular TV are faulty. However, the capacitors seem okay visually. No bulging or discoloration. I'm not even sure how a capacitor could lead to the issue I'm experiencing.

Some additional information:

* The issue happened all at once. It did not start out slowly
* The picture is perfectly normal for about 1 second after the TV is turned on. Then the dots appear
* The dots appear on top of system menus
* There are two horizontal bands at the top and bottom where there are no dots
* The TV was manufactured in 2006
* The start up melody is a little distorted
* The TV starts up quickly. No delays

 more than likely its the video processor on the signal pcb. but could not rule out the t-con pcb on the screen , this is behind the metal screening can on the screen
I would also check the video out from the scart ( connect another tv to this, if this also has the same fault, the signal pcb is faulty)

Thank you leonard085!

I have actually fixed this issue but had not posted yet. I replaced the main PCB and the picture is back to normal. In my case, it was NOT the t-con. I actually went through some trial and error and replaced the t-con first, which did nothing to fix the problem.

All seems to be working perfectly now.
