backlight might not turn on all the way

i have a tcl 40in lcd tv and when the tv boots, not all the led's turn on. it works when assembled (you could see the screen but some led's might be out, i dont know if this is because the tv isnt at max brightness) but sometimes the backlight cuts out.
it is a led problem or power board problem? i am replacing the board.
