HELP - Thin green lines

Hi, I've been searching for the definitive answer for how to fix, or at least properly troubleshoot, the problem of thin green lines on my screen. I have LG 50PK950 ( 2010 model). Started with a single line, then developed a fairly large number of them. I have read that it is either the Y buffer boards or the panel. Some people have said it has to be the panel. Is there a way to diagnose the problem with common tools (multimeter)?
