Convergence problem on LG Can't Post

Hi all,
I have a LG TV that has a convergence problem but I can't get into the convergence settings, It has an auto convergence feature that can be enter also.

MODEL #: RT-56NZ23RB
CHASSIS #: MP-03AA

Now from what I was told when I was given the TV, It had been taken to a technician and it was quoted as needing 2 new ICs.
When I opened it up they have replaced one board that is soldered to the same board as the ICs and put a new heat sink on one of the ICs.

My questions are
1: If the ICs go bad does it usually stop access to the convergence settings
2: Is there some way of accessing the convergence settings
3: How bad are bluestar's generic ICs its $7.99 from bluestar, $30-84 from places here in Australia.
