Hitichi - input cable show 42 volts

I have had problems with internet and phone service going out. Cable guy came out and stated the tv is putting out some volts thru the cable hook up. We checked all of connections on the rear of the tv. All show approx. 42 volts discharging from connections. Cable guy claimed we need to trash the tv and get a new one and that this is not common. Stated the volts are interupting the signal coming thru the lines. Question? Can this problem be repaired?
