MAGNAVOX CONVERGENCE PROBLEM

I am working on a Magnavox rear projection model PTV-750-HH01. The set shut down during an electrical storm. The problem I am having is when I go into convergence setting I can only see the Blue and not the Red evendough I can adjust the red but it is difficult to do when you cannot see the red crosshair. I changed the convergence board with a new one and still the same problem. Also when you go to menu and select an option like (Color, Brightness, Picture) these should be bordered in Red and they are not, where does this Red color originate from? Is there an EEprom running this set?? Thank you.. any help would be appreciated..

I checked the high voltage and it is good on all tubes and I also checked the screen voltage, the only problem left with this set is this.. When you are in convergence the red tube does not light up, if you turn the screen voltage up you can see it but that does not make the RED convergence crosshair appear. 
Does IC13 on the small signal panel control the projection of the splines when adjusting the Red and Blue convergence??? If one of the splines is missing could this IC be the culprit?? Thank you
