No power on Pioneer

I am currently working on a Pioneer SD-P55A5. When you attempt to turn it on it tries to power up and then goes back to standby mode. I am trying to figure out if it is the power supply or convergence board. Red diode on PS board is constant red and fuse fu106 blows every time it is replaced.
