RCA P46101KW Rear Projection arcing and shutdown

I have HV problem with my P46101KW i.e. arcing sound and then shutdown.
I pulled the service drawer out today for visual inspection. I tested the set with power on and can see arcing at at the anode cup on the red crt then shutdown. There is gel under that cup. How would I fix this?
