Toshiba 61H71 - Help Can't Post

Appreciate some advice here:
The TV lost picture and sound, sent the signal board to PTS Corp, they repaired and returned, I reinstalled it and there was no difference, spoke with PTS tech support who suggested I send in the power supply board, I did that, got it back and I still get no picture or sound BUT the Red, Green & Blue CRT's are lit and I get a bluish screen, I have checked all the connections etc.
When I press MENU button I get nothing, please help.

Hello, you should check the connectors that jumps from board to board. When you seat the connector sometimes one of the pins get pushed up not makeing connection to that board. Get a bright flash light and inspect. Get back with me.

I checked as you suggested, everything appears OK.
I did talk with PTS this morning and they were not very helpful, they told me that they changed Fuse F889 & Fuse 890, on the Power Supply board, I don't believe thay did since they were replaced by me at one time and they are the same (different color from orginals). I will be calling them back again tommorrow, the tech did mention that a bad tube would cause F889 & F890 to open.
I checked and they are indeed open although looking at the schematics I don't see why a tube would cause it. The tubes do light up RED, GREEN & BLUE.
Any ideas on what would cause these fuses to open, next steps etc.

I found the f889 to be the 38vdc b+ supply to the audio output but f890 is the 11vdc b+ line that has no real common link to the audio output circuit. I have attached the service manual. It says 50H81 but it is the same as your 61H71 except for some cosmetic items. check for shorts on the line and good luck.

Thank you very much for the manual - I really appreciate it.
Spoke with PTS Corp, they state that the fuses were changed and that the complete chassis was running and passed all their quality checks before they shipped it back, again the tech states that a tube is out, and that is the reason the fuses keep blowing, I can send it back under warranty to them, but they say I will have the same problems when I reinstall it, so here is what I plan on doing:
Replace F889 & F890 disconnect the CRT drives & P704 (goes to the first SVM) and power up, hopefully I will get sound since all the "tube" ccts are disconnected, I can then check F889 & F890, if they are intact I can put back the CRT drives back one by one and check the fuses in between, hopefully I can track it down that way, the SVM boards are fairly cheap, if its the tube itself then we are looking at $300 at which point I think I will have to give up.
Probably look at this over the weekend, will let you know how I got on.
