Toshiba 61H71 - Need Advice

This TV had new convergence IC's put and everything was fine for a couple of months and then it would switch off and on by itself, added 0.47microF capacitor as per Toshiba service bulletin. After that the set is dead, no picture or sound, only the front led stays on solid and relay clicks when you power on.
Removed capacitor, still dead and since I thought I may have damaged PCB, I sent the complete signal board to PTS Corp, got it back yesterday plugged it all back in and nothing, sometimes a high pitched whistle, but still no sound or picture.
All fuses on the power board are OK, none of the CRT's light up.
Any suggestions - I have already spent a ton of money on this TV, Could it be a defective power supply board ??
Should I send it in to PTS or give up at this stage.
