Toshiba 61" CRT Projection TV Problem	Can't Post

I have a 61" Toshiba TheaterView CRT Projection TV that I got back in 1999 and lately i've noticed something strange. When I first turn the TV on, everything is black and white. After about a minute or so, the color starts rolling accross the screen and after about 10 more seconds everything is fine.

Any Ideas?
