Toshiba TP55D81 Blue Alignment issue

Can someone tell me what is happening here? I cannot align the Blue Horizontal line, even with adjustment?
This is on a Toshiba TP55D81 Rear Projection Television.
What needs to be fixed or replaced, and what kinda costs could I be looking at?
Any help in advance would be appreciated.
