Will low cooling fluid shut down video before CRT damage? Can't Post

I was givin a Magnavox 52" FP4630 W102 by a friend, sound is good but no picture. I suspect the high voltage splitter/distribution block, I recently replaced one in my RCA 60" and cured all it's woes. But I noticed that at the bottom of the CRT's, one tube is full of fluid and the other 2 are dry. Should there be fluid in all, or should the bottom glass be dry in the 1? I'm not a TV tech, so any help is greatly appreciated!! I am a retired X-Ray equipment tech, so no stranger to high voltage. If the 2 other CRT's are dry, are they likely ruined, or would the circuitry shut down the HV feed to them? Any diagnostic suggestions would be great! Thank's so much, tomandleo

if by being full of fluid do you mean its full at the bottom where the picture tube module plugs in or at the top round part of the tube if its at the bottom you have a cracked tube
