Hi Ron update is that there is not reading of ohms from pin#10 to chasis,
but a voltage that is spariatic with every chirp and yes that is the isolated from the foil Mad

and from the cap 2314 pos side same results up to 400 volts jumping around with each chirp sound Angelic

I will test agin tommorow

That TV is trying to self destruct....
You have more than one problem that needs a hands on TV tech....
We could be going back & forth with tests & test results for days , weeks & months , without making any headway....
So my best advice would be to call a REPUTABLE , TRUSTWORTHY TV repair shop & ask for a free estimate....
Sorry , but this problem is involved & complex....
Didn't look that way when we started....
