14" citizen md#jctv1544 green picture

my sister has an older citizen with remote when watching it the picture turns light green.if you turn the tv off then on(don,t know if she said a couple of times or just once) the picture is okay for as long as you watch it.mind you she may only watch it for an hour or so before she goes to bed since that,s when she watches it.would anyone know what can be causing this and would this be an easy fix.i,m thinking a citizen.yeah buy a different make.but seriously! Thanks in advance!
