1990 Sony Trinitron Repair HELP! Can't Post

Hello! I was given a Sony Trinitron KV-1926RA TV set from 1990. It does not work (as expected). When you plug it on, it makes a click, and the sleep/standby light does not come on and no power at all. The huge mains fuse has a little bit of white tint on the sides of the glass, but appears to be OK. Other fuse by the flyback is also ok. This set has been out in the rain but not turned on while wet. The only thing I notice, is the plastic cap over the largest capacitor has domed, but I punctured the plastic cap and the capacitor itself appears to be fine. No damaged components from what I can see. CRT tests great. Any ideas?

Raw B-plus across bridge (D601)?
Voltages on pins 1 & 6 of IC601?

I'll check those, unfortunately I do not have a multimeter at this time so I'll go buy something at Harbor Freight to get a free one Laugh

UPDATE: Okay, now it doesn't click when you plug it in. Now, it clicks when you press the power button (relay switching the set on and off) and the HV doesn't come on. Flyback doesnt fire up and no picture.
