Buffer board question

Model: Toshiba 50HP66
Description: 50 Inch 720p Plasma
Condition: Distorted picture
I have heard that my buffer boards were to blame for the problem I am having with this TV. I have posted some pictures of another TV that is doing the exact same thing.
1. Just to confirm does this appear to be a buffer board issue?
2. Can I buy just the upper buffer board to test it out and if I do so if my bottom buffer board is broken will that damage the top one? My y-sus connects to the upper board and the top board communicates to the bottom buffer board.
