CF3272B Possible IC Vert CAP ? Can't Post

Just received an CF3272B Toshiba, it has picture in center 1/3 (other 2/3 top & bottom black) of screen and menus roll when accessed. I've heard Toshiba has problems with capacitors on the vertical IC, could this be the solution ? if so which ones are they ? I have ordered a manual, but don't think I can wait till it gets here...........
any help would be appreciated, Thanx
