I am having this color artifact right here

i see it when watching television or using the composite input (so, all of its inputs)

What could it be?

Too little information was given to say that it's C513, etc.

what more info sould i post?
its very noticeable with black, not noticeable when with lots of colors
sorry about my lack of knowledge about the subject. just fixed the tv a couple days (horizontal line, was just a loose cap near the vertical ic i think) ago and wanted to fix this too.

Best test is to swap like with like.
80 - 85% of electrolytic capacitors I've changed, Looked good, but tested bad.
