CTC169 power supply problem

I have a Proscan 35123 with a CTC169 circuit board. I have the board out of the unit on the bench. When I apply power my standby voltage at CR4116 is 200 volts. It is only supposed to be 143. I have replaced all the components in the power supply, U4101, C4104, C4108, C4102, CR4101, CR4106, CR4122, Q4101 and CR4118 to no avail. I have tried more than one of each in replacement. I have checked the resistance of all resistors. Found R4102 was 4700 rather than 5100. Replaced. Is the flyback transformer used in the power supply regulation to pin 2 on U4101. The voltage difference between CR4101 & 4106 is 2 volts and is only supposed to be 1 volt. On U4101 pin 16 is 15 volts. pin 15 is 15 volts pin 14 is .7 volts pin 6 is 3.5 volts pin 7 is 3.5 volts pins 10 & 11 3.5 volts pins 1,2 & 3 are 0 volts What am I missing? Help Please.
