When turned on, the CRT would be black and take several minutes for the picture to come on. More recently, when the set is plugged in, whether turned on or off, it emits a high-pitched whine and is inoperable.

Where's the best place to start first? I hate like heck to take a $260 bath.

RCA has had a very high failure rate it flyback transformers. Unfortunately, in many of these sets, the only way to be sure is by changing the flyback because is seems for some reason some of the bad ones will actually test good. Look in the back of the set and see if you can see high voltage arcing as the source of your noise. This would be your first clue.
