Help! Sony TV Will Not Turn On !

Hi
I have a Sony 49x8005c and it will not turn on. First the problem started with what seem to be a boot loop where the TV would keep restarting. Now it does not seem to turn on at all it just slowly flashes the white light at the bottom. I am reasonably good at fixing electronics I took a multimeter to the power board and it seems that there is no BL current. What causes this ? Which board is broken ?
Any thoughts anyone ?
