High pitch squeal, wont power on (GE 27")

I have a 27" GE tv that a friend gave me when I helped him move (its been in his basement for years..so I have no idea how old it is, or anything like that)
Anyway...I plug it in and get a high pitch squealing noise coming from the rear, and It wont turn on.
I was wondering if anyone could tell me what the problem was and about how much it would cost to get it fixed...or if its even worth getting fixed at all. Thanks in advance. (I tried searching the forum before posting, but nothing really answered me, so sorry if this is a repeat thread)
