Horizontal Lines at top of picture Can't Post

27 inch panasonic.

1st i had about 1-2 inch row of lines at the top of the screen that would go away after about 2 minutes after TV is turned on. now it is about 2-3 inches and does not go away... whats the prob? is it fixable?

This is classic bad caps in the vertical deflection circuit. Yes it is fixable.

how? find a repair guy? or can do myself?

no idea what 'bad caps' is...

is this cheaply fixed?

It is s job that you could do yourself if you have any soldering ability but given your apparent lack of knowledge about electronics and their parts, I would recommend leaving it to a professional. Cost of repairs will depend upon your local economy but I would expect to pay at least somewhere between $65 and $100. Since you do not provide a model number, it is difficult to be more specific ob the actual repairs but if the set is over 10 years old, I would seriously consider replacing it.
