Horizontal line on my Panasonic 42" Plasma

I have a Panasonic th-42pw3. I often get a horizontal black line about 10" from the bottom. It seems to be 1/8"inch in thickness. It does go away after the Plasma has been on for a while.
Any ideas which board is causing this and suggestions on how to repair it affordably?
