Is this a bad panel or t-con? Can't Post

Hoping its just the t-con! I've tried the apply pressure to the clips that hold the display ribbons after taking the TV apart but no difference. See this short video.

What i would do is take out your lvds cable, thats cable from main board to your t-con board. look on youtube how to take out and clean. I think that should fix problem. If it doesn't post back.

Sorry taking so long to reply, but that hasn't fixed the issue.

Some more information.
When I play a video, the colored lines appear. But if I pause the video and the screen goes into power saving made (by dimming the brightness but still leaving the picture on screen), the lines go away completely. But they come back as soon as I start playing again and the brightness comes back to normal. Also the colored lines don't stay all over the screen all the time. They seem to come and go depending on whats on the screen.
When looking really close at the screen, it looks like there are 2 color lines followed by a black single line with no color (like interlaced . This black single line is the one that has the colored lines.

Also, after the playing the movie for a further 20 minutes, pausing and waiting for the lines to go after the screen dims and starting again, the picture has cleared up completely and no colored lines are appearing

After 20 minutes the lines have not come back and picture is good. However, if I bring up the tv menu (settings), the colored lines come back instantly. Closing the menu and the lines will gradually fade over 10 seconds and the picture goes back to normal again.

When lines come back are they in front of the menu display or behind? If they are in front of OSD then it is main board, if behind OSD then it's t-con.
