JVC AV-27BM6 needs to "warm up"? Can't Post

My JVC AV-27BM6 has developed a peculiar problem recently. When it is powered on, all that is displayed is static. After about 5-10 minutes, the picture appears and the set functions normally. It's as if it needs to "warm up" before it shows everything correctly. Any ideas as to what may be causing this? If so, is it feasible to repair or should I consider buying something new? <br>

*EDIT*
Some more info that may, or may not, be helpful.

After the warm-up period, some channels still display static for a longer period of time. Once the picture first kicks in, channels 02-47 work fine. Channels 48-67 are the ones that take longer to work properly.

If I turn to channel 03 when the picture first appears and turn on my VCR, all channels are perfect.

For my first guess this sounds like cold solder joints in the tuner.
A second thing it might be is a capacitor C1404 100uf @35v.
I would try the capacitor first even though it's probably cold solder in the tuner because the cap is easier to change.
A possible test you could try to determine if it's a tuner problem is to tap directly on the tuner with a wooden or plastic stick while the set is running; if you see any change in the picture you'll know it's tuner problem. be careful not to touch the tuner while the set is running because some sets have whats called a 'hot tuner' meaning it could be live with voltage (that's why you'll want to use a plastic or wooden object) -- Dan

Its a long time since Ive seen a TV with anything other than a chopper power supply so a live tuner is about as likely as summer snow. It sounds to me like you have a set made in China and the capacitors in the supply are high ESR. If so it wont last long before it blows something up.
