LG 42LG7000 "Key Lock On" not straightforward

Hi,
This is a little more difficult than it appears and is not just a user issue, please bear with me.
This TV is an LG 42LG7000. When powered on at the mains it powers itself up and displays 'No Signal' which is fine as there is no aerial connected.
If any of the touch pads on the side of the TV are touched then the TV bleeps and displays "Key Lock On". The same happens if the power button is touched. It is also a touch pad and not a physical switch.
So... it would appear that parental controls have been turned on and it is just a simple matter of using the remote to turn them off.
This is where it starts to get difficult.
Pressing 'Menu' on the remote does nothing to the TV.
The remote batteries are good and the remote indicator flashes and the IR LED of the remote can be seen to flash when viewed on a smartphone camera, so the remote may well be OK.
I have replaced the IR board on the TV with another from eBay.
Seems now to be only one of two things a) the TV control board or b) the remote.
It would appear that the TV has just 'gone like this' from working one day to not working the next.
Just looking for some advice/guidance/sanity checks.
