LG 47LN5790problem no picture

I have a LG 47LN5790 LED TV. Screen went blank. Did flash light test and could see image. The LEDs would flash when power button pressed and flash again when turned off. Found no voltage at test points for the LEDs. Replaced power board. Still no voltage. Checked LED strips and found one full strip out and some individual LEDs out. Repaired LEDs. Replaced T-con board. Still no voltage at LED test points. LEDs still flash when turned and when turned off. Is the main board the problem?
