LG 60PC1D plasma tv picture messed up no vsc or vsetup voltages

hi
i have been struggling with this tv
tv powers on fine with sound but picture is messed up
i tested voltages
vs good
va good
vy good
vsc out of range
vsetup out of range
zbias good
i have replaced y board and no change in reading or tv issue
i have replaced logic board..no change in voltages or tv issue
the only way i can get good vsc and vsetup voltages is if i disconnect power to the logic board via y board
if i disconnect power cable from y to logic....i get good vsc and good vsetup voltages
and this works with my original boards y and logic and also with the replacement boards y and logic i bought
can anyone please help me figure out whcih board is causing the issue
