LG B6, no picture

Hi youngs,
I did'nt found a solution for my B6. It has still sound, but no picture. Voltages nearly okay, but sometime measured 13.5V on 12V and 25.5V at 24V side. It has sound but no picture. Is that T-Con? Can help it reballing? Thanks, cheers
