Lg 32LD350 no power need help repairing power supply

it has no voltages on the output p210 connector. I tested all caps with esr meter. Tested all transistors and resistors and all good. The power supply has a sticker on it with EA3AN608689011782. It has a IC on it that is labeled IC 500. It is part number ICE3B0365J.I have data sheet but how can I test this? What are the standby voltages of this IC ? Any ideas to troubleshoot this power supply?
