Lines Across 3/4 of screen & Flickering - UE48H6670 48" LCD Samusung

Hi All,
Samsung UE48H6670 48" LCD - 3 Years Old (minimal screen on time)
I've noticed some light flickering in the bottom right of my TV most noticeable with blacks.
On closer inspection I'm able to see horizontal lines starting from the right side of the screen reaching around 3/4 of the way across from right to left.
This is visible over all inputs.

I've changed the T-Con board with no luck, does this mean it can only be the lcd?
