Menus blurry, but picture fine

I have a Toshiba 27A42 27" TV that I bought last August. I was wondering if anyone had any ideas about the problem I am having. The Volume and menu box are suppose to be a crisp blue box, but instead, the horizontal lines don't seem to line up. So the menu box looks like a jagged box. The jagged edges aren't always the same though, and are not symmetrical. Sometimes you can at least read it, and other times it is really bad or the menu is half on/half off the screen and not lined up at all. The same is for the volume menu, and any captions that are put up by the TV. The picture from our cable service is fine though. Any ideas?
